1. How do I join Citeo?

You can join online with just a few clicks. Just give the full particulars of your business (address of the registered office, invoicing address, contact details of the person in charge of relations with Citeo and those of the signatory of the contract.)

For French companies, you must also provide a KBIS (Chamber of Commerce certificate) dated less than three months ago. For foreign companies, an extract from the Trade & Companies Register will be required.

If your contract is managed by a service provider, this service provider must provide a management mandate or power of attorney as the case may be.

The contract is signed online, and then within a few days you will receive confirmation of your membership and a certificate of your belonging to the Extended Producer Responsibility regime (hereinafter referred to by its abbreviation ‘EPR’) for household packaging.

2. How will my Citeo contribution be used?

Every euro paid by businesses is used to finance the collection, sorting and recycling system.

What clients finance with each euro of contribution: 

  • €0.50: selective collection
  • €0.29: industrial sorting and preparation of material for recycling
  • €0.07: motivation and awareness-raising
  • €0.04: support and operation
  • €0.04: energy recovery
  • €0.03: R&D actions for the sector
  • €0.03: material recovery and recycling

3. Who is concerned?

In the meaning of the legislation, you can be concerned as a producer, introducer or importer, or person responsible for first putting the packaged household product on the French market. Take a look at our video for more details, or take the test.

4. Is it obligatory to declare household packaging?

For more than 25 years there has been legislation (Article L.541-10 of the Environmental Code) obliging businesses to provide one or other of the following end-of-life possibilities for household packaging:

  • implementing an individual system for treating waste from your products, which must be approved by the public authorities
  • or contributing to a mutual system (through an approved company) for the management of the collection, sorting and recycling system

If you are covered by the EPR for household packaging, then yes, it is obligatory in accordance with Articles L.541-10 and R.543-53 to R.543-65 of the Environmental Code.

5. Is the declaration of household packaging retroactive?

Since the order of 5 May 2017, the principle of retroactivity over the past three years is no longer applied. So you declare what you have placed on the market from the year in which you join.

6. What are the sanctions for failure to fulfil your obligations?

If you do not comply with this obligation, you expose your business to an administrative sanction of up to €7,500 per metric ton or per product unit concerned (in accordance with Article L.541-10-11 of the Environmental Code).

For information, every quarter, Citeo sends the names of customers to ADEME (the State Agency for the Ecological Transition) to be entered in the national Register of producers. This registration by the approved company (Citeo) is mandatory. This list is published and allows your consumers for example to identify the businesses that contribute to the environmental obligation to manage the end-of-life of household packaging and those that do not.

7. I have a plan for new packaging. Can Citeo help me?

9. How much is the contribution for products placed on the market in 2022?

The contribution depends on what you have placed on the market and on the profile of your business. Citeo offers you three ways of making the declaration. Check our rates list for 2022 or ask our Customer Service teams for a simulation (link to form).

10. My business places papers on the market. How can I join Citeo and also make my paper declaration?

Joining for the paper declaration is on the website MesPapiers. After validation, you can make the declaration. Citeo holds approval for both the Papers and the Packaging EPR schemes. Declarations are made in separate customer spaces and you will be given support by a specialised team on both schemes.

11. When will I receive my unique identifier?

Once your membership has been validated, you will receive your unique identifier in just a few days. It can also be consulted on your customer space.
